Because they were weaker.
Pena was the same.
He had build a castle and stayed in the center where he could meditate and continue to recover his mana to keep his skeleton army. As long as he had enough mana, he will not die.
It's as simple as that.
"Thank you for your sacrifice." Pena made the gesture of toasting with the wine glass. "Don't think badly of me. You should have known from the beginning that as a necromancer, what I need is a lot of deaths and I don't care too much about the living."
The deaths were the resources he needed to make his army.
How could he not like it?
So even though the magic beasts' tide was troublesome and there were a lot of rank 7 magic beasts that could cause him trouble, Pena had no intention to step forward and help.
He didn't have such righteousness.
For him, even if the entire Green Planet were to be destroyed, it didn't matter either.
