355 The Shelter in Chaos
Nelson’s strength and speed didn’t improve at all.
Nelson later tried to improve his fitness through training, but it was completely useless.
It felt like his new ability had cursed him, freezing his body at the level of a frail researcher forever. No matter how hard he worked, his strength would never grow.
After that incident, everyone treated him like a fragile VIP and carried him up to the 66th floor.
Once they got him settled, the group decided to go downstairs and check things out.
The dozen or so troublemakers had already been wiped out by Caroline, but there might still be a few fools who didn’t know better.
What Caroline didn’t expect was that the situation below was far worse than she imagined.
When they reached the 64th floor, they tried to use the elevator, but it was dead. No power. No movement. Nothing.
They had no choice but to take the stairs.
After going down only a few flights, the sounds of shouting and crying filled the air.
Caroline frowned, her pace quickening.
When they reached the 54th floor, they stumbled upon a horrifying scene. A man was dragging and tearing at a middle–aged woman, who was desperately fighting back.
The woman clung to her young daughter, shielding her with all her strength, refusing to let go no matter how much the man pulled.
“Mrs. Newton,” the man sneered, “let Birdie come with me. I’ve got ability now. I’ll make sure she lives a good life–ah!”
Before he could finish, an ice blade shot out of nowhere and sliced into his arm.
He screamed, stumbling back.
When he realized who had arrived, it was the group from the 66th floor.
“Mind your own business!” he shouted, rushing at them.
His ability gave him great strength, but brute force wasn’t enough. He had already beaten one water ability user earlier.
Tyler didn’t even need to use his power. He sent that guy flying with one punch.
The middle–aged woman had already slipped away in the chaos.
The man she’d been with lay unconscious on the floor.
But scenes like this were happening all over the shelter.
People fighting, looting, and desperate for supplies.
The temperature outside had warmed, and the floodwaters were slowly receding.

Some had started to whisper that maybe the apocalypse was finally over.
They were tired of the army’s control. They wanted to grab whatever they could and leave.
As Caroline made her way through the building, she passed the bodies of three fallen soldiers.
Most had died violently, their guns taken.
“Where’s Colonel Sutton? I haven’t seen him anywhere.”
After knocking out several survivors with abilities, Caroline finally found a soldier who still had his ability.
She grabbed his arm and asked, “Where’s your colonel?”
“Colonel–h–he still hasn’t woken up,” the soldier said, panic in his voice.
Francis had been unconscious longer than anyone Caroline had seen.
According to the young soldier, he’d been out for more than a full day and night, with no sign of waking.
Caroline frowned. That could only mean one thing: Francis was still fighting the mutated cells inside his body.
Mutation was extremely dangerous.
The stronger the ability, the greater the risk.
The human body had to battle those mutant cells, and only by defeating them could a person truly awaken and control their ability.
“I’m going to check on Colonel Sutton,” Caroline said firmly.
As she continued downstairs, she found the entire shelter in chaos.
According to the soldier, the first mutants had appeared around midnight the night before.
At first, they were terrified and shocked by the sudden changes in their bodies. But once they realized they now possessed rare and powerful abilities, fear turned into greed.
Some banded together. Others approached the army, trying to trade their new powers for better treatment for themselves and
