But soon, things got out of hand. The shouting grew louder and meaner, and some even started blaming Francis. They said he looked lazy every day and wasn’t fit to lead the shelter. That crossed the line. The young soldiers could take insults about themselves, even about the government–but not about their commander.
A few clear–headed people tried to stop the fight, telling everyone to cool down, but chaos had already spread. The scene turned messy and loud, and no one could keep control anymore.
Then, after one soldier fired a warning shot, a man–one of the grieving fathers–stepped forward and shouted, “Go on! Shoot me! Kill me and take my supplies if that’s what you want! One less mouth to feed. Doesn’t that make things easier for you?”
His tone dripped with mockery and rage.
The soldier who fired clenched his fists, veins bulging, but didn’t shoot again. He couldn’t.
Orders from above were clear. There were too few humans left alive, and every single one mattered now.
Usually, troublemakers got sent to labor camps for “retraining,” but with the deadly cold outside, no one could leave.
Even that kind of punishment was no longer possible.
That’s why tempers in the shelter had been flaring lately.
People knew the soldiers couldn’t really do anything to them.
And that man’s wild accusations? All lies meant to stir

Francis had actually managed the shelter with fairness and strength. There were too many people and too few soldiers–it was normal for things to slip through the cracks. But thanks to him, no major disaster had ever happened. His leadership was solid.
Now that another deep freeze was coming, Francis had already given strict orders: everyone must keep a close eye on their kids and make sure the fires never go out.
There weren’t enough soldiers to check every room, so the residents had to do it themselves.
They took turns watching the stoves, feeding the flames through the long, freezing nights.
Still, no matter how many warnings they gave, some people just got lazy at night–or fell asleep without tending the fire.

“They’ve just gotten spoiled!” Francis slammed his fist on the table after hearing his soldiers‘ furious
report.
But he also knew yelling wouldn’t solve anything.
“This can’t go on. If it keeps spreading, the whole shelter will fall apart!” he snapped. “Fine, shoot that troublemaker!”
He reached for his gun, but a soldier quickly stopped him. “Colonel Sutton, remember Commander Ball’s order. No executions unless absolutely necessary.”
Francis took a deep breath. “Fine. Then grab him and put him to work. I don’t care if it’s peeling potatoes or scrubbing floors. Have him do it a hundred times if you have to. And the dirtiest jobs too–cleaning toilets, hauling trash. If they have the strength to cause trouble, they can use it to work.”
Francis gave the order.
Since no one could be sent outside for labor camp, the only option was to keep them busy inside the shelter.
The soldiers saluted and rushed out to carry it out.
But Francis didn’t know that things downstairs had already gotten worse.
That same father, the one who had lost his child, was clutching the small body and crying so hard his voice broke. One soldier finally lost his patience and shouted, “If you’ve got that much strength to yell, save it! Food’s already running low! Even Colonel Francis is cutting back his own rations so you can eat! It’s freezing outside, and no one can go out for supplies!”
